Starting a Non-Governmental Organizations (NGOs) in Rwanda

A Non-Governmental Organization (NGO) is a non-profit entity that seeks to achieve social or political objectives without government control. The regulatory body for NGOs in Rwanda is the Rwanda Governance Board (RGB).
Categories of NGOs
NGOs in Rwanda fall into three main categories:
- Public Interest Organizations: Serve the public interest.
- Common Interest Organizations: Act within a specific domain in favor of their members.
- Foundations: Establish or collect funds to provide support to beneficiaries.
Types of NGOs
In Rwanda, NGOs are classified as either National NGOs or International NGOs. The primary distinction between the two is that International NGOs are established in accordance with foreign laws, whereas National NGOs are set up under Rwandan laws.
Registration of a National NGO
Individuals intending to register a National NGO in Rwanda must first apply for a temporary certificate, valid for twelve (12) months. Within nine (9) months of issuance, they must apply for legal personality, three (3) months prior to the temporary certificate’s expiration.
The application for a temporary certificate requires:
- Authentic Statutes
- Head office and full address of the organization
- The name of the legal representative of the organization
- An action plan detailing activity, beneficiaries, geographical scope, areas of intervention, timeframe, budget, and funding sources
- Proof of payment of application fees
- The name and duties of the deputy, their full address, CV, judicial records, and minutes of the General Assembly that appointed the legal representative, including signatures of all attendees
For legal personality, the NGO must submit an application letter to RGB, accompanied by a copy of the temporary certificate and proof of payment of registration fees, among other required documents.
Registration of an International NGO
International NGOs that wish to operate in Rwanda must apply for a registration certificate from the Directorate General of Immigration and Emigration, in accordance with its terms and conditions. Required documents for registration include:
- An authentic copy of the organization’s statutes
- Official documentation allowing the organization to operate in its country of origin, indicating its global geographical presence, if any
- The nature of activities and an action plan
- The budget and its source, among other requirements
