Starting a Gaming Business in Rwanda can be quite daunting because the gaming industry in Rwanda is well-developed and highly regulated, with clear laws in place. Gaming operations and activities are governed by the Law on Gaming Activities, under the oversight of the Ministry of Trade and Industry. This body regulates all gaming operations, including license issuance. Numerous international gaming companies operate in Rwanda, including Fortebet, Premierbet, Forza Bet, Amahirwe Entertain Limited, and Africa Bet, as well as several local entities.
The gaming activities in Rwanda encompass online betting, casinos, sports betting, slot machines, and lotteries. Sports betting is particularly popular, as many Rwandans are avid fans of foreign soccer leagues such as the English Premier League, Spanish La Liga, Serie A, and UEFA Champions League. Many soccer fans have testified that betting enhances their viewing experience, contributing to the success of gaming companies.
There are strict rules and regulations set by the regulatory authority that all gaming operators must follow. Key regulations include:
- Individuals under 18 years of age are forbidden from betting and must not be allowed in betting areas. Violations result in legal penalties for betting operators.
- It is prohibited to advertise or promote gaming activities in a false or misleading manner.
- Engaging in or facilitating prohibited gaming activities is punishable by law.
Application for a Gaming License
The application for a gaming license in Rwanda must include the following:
- Two copies of the business plan
- Duly filled application forms and receipt of application fees
- Applicant’s profile and personal details form for each company director
- Copy of the company’s memorandum and articles of association
- Certified copy of the certificate of company incorporation
- Certificate from a Rwandan bank confirming the existence of accounts in the applicant’s name and the availability of funds for gaming activities
- Proof of citizenship for each director and shareholder, including a clear photocopy of the first two pages of the passport, a consular card for foreigners, and two passport-size photographs
- Statements from five individuals (not relatives) vouching for the good moral character and financial responsibility of the applicant and proposed directors and shareholders
- Tax clearance certificate from the applicant’s country of residence for each director and shareholder
- Tax clearance certificate from Rwanda Revenue Authority for the company or applicant
- Terms of contractual obligations of employees, agents, and subcontractors
- One-year insurance cover provided by a legally established bank or insurance company in Rwanda to act as a guarantee
- Proof of adequate financing to cover all obligations arising from licensed gaming activities
Once the above requirements are submitted to the regulatory authority, the application is reviewed. If all requirements are met, the regulatory authority issues an eligibility letter to the applicant, indicating that a gaming license will be issued.
