Starting a Gaming Business in Rwanda can be quite daunting because the gaming industry in Rwanda is well-developed and highly regulated, with clear laws in place. Gaming operations and activities are governed by the Law on Gaming Activities, under the oversight of the Ministry of Trade and Industry. This body regulates all gaming operations, including license issuance. Numerous international gaming companies operate in Rwanda, including Fortebet, Premierbet, Forza Bet, Amahirwe Entertain Limited, and Africa Bet, as well as several local entities.

The gaming activities in Rwanda encompass online betting, casinos, sports betting, slot machines, and lotteries. 7. Proof of citizenship for each director and shareholder, including a clear photocopy of the first two pages of the passport, a consular card for foreigners, and two passport-size photographs
8. Statements from five individuals (not relatives) vouching for the good moral character and financial responsibility of the applicant and proposed directors and shareholders
9. Tax clearance certificate from the applicant’s country of residence for each director and shareholder
10. Tax clearance certificate from Rwanda Revenue Authority for the company or applicant
11. Terms of contractual obligations of employees, agents, and subcontractors
12. One-year insurance cover provided by a legally established bank or insurance company in Rwanda to act as a guarantee
13. Proof of adequate financing to cover all obligations arising from licensed gaming activities

Once the above requirements are submitted to the regulatory authority, the application is reviewed. If all requirements are met, the regulatory authority issues an eligibility letter to the applicant, indicating that a gaming license will be issued.
